Lucia does not use a special phrase or incantation to transform into Pink Pearl Voice; she just does.

Lucia's main offensive attack as Pink Pearl Voice, first used in chapter 01.
singing
In her mermaid form (or as Pink Pearl Voice), Lucia's singing voice has magical powers. For example, in chapter 06, Lucia repairs her damaged palace simply by singing a beautiful song.
kiss
Lucia's kiss becomes the "key" that unlocks the "door" of Kaito's sealed memories, in chapter 25.
Magical Items
Pink Pearl
The Pink Pearl is the source of Lucia's power; she needs it to transform into Pink Pearl Voice. It is also the source of her life energy. In chapter 32 of the manga, it is revealed that during the years that Kaito had Lucia's pearl, it was energy from Aqua Regina that kept Lucia alive.
seashell locket
Like the other mermaids, Lucia keeps her pearl in a seashell locket that she wears around her neck. Her locket is pink in color.
Orange Pearl
During the second story arc of the manga, Lucia also carries the Orange Pearl, in which she collects the fragments of Seira's heart. She keeps the Orange Pearl inside of her seashell locket, beside her own Pink Pearl.
microphone
When she transforms into Pink Pearl Voice, Lucia uses her microphone to project her singing voice. Without her microphone, she appears to be rather powerless.
harp
In chapter 13, Aqua Regina transforms Caren's Purple Pearl into a magical harp. Lucia, Hanon, and Rina use the sound of the harp to track down Gakuto's castle beneath the sea. Inside Gakuto's castle, however, the strings of the harp vanish. When Lucia finds the courage to believe in Aqua Regina, the strings re-appear. Lucia plays the harp, and it dissolves into the spirit of Aqua Regina herself.
